Demand for Sadar Hills Autonomous District of Manipur as a Full Fledged District

Hon’ble Sir,

We, the undersigned comprising of Sadar Hills District Demand Committee, Elected Legislators, Members of Autonomous District Council and Social workers of Sadar Hills, Manipur would like to make the following request for your kind immediate consideration.

That Sir, when Manipur attained Statehood in 1972, The Manipur (Hill Areas) District Councils Act, 1971 was passed by the Parliament for creation of Six Autonomous District Councils with the intention that all of them will ultimately become full fledged districts of which Sadar Hills District is one (enclosed order). All the other Five District Councils have been converted into full fledged districts more than thirty years ago. Whereas, Sadar Hills District is kept as part of the Senapati district till date.

Sadar Hills Autonomous District Council had been functioning like other district Councils of Manipur under the sameAct on equal status. We had all along petitioned to all successive Governments to upgrade the Sadar Hills into a full-fledged district, but the same has not been fulfilled and the Act passed by the Parliament in 1971 has not been implemented in respect of Sadar hills alone.

Sadar Hills comprised of three subdivisions which is coterminous with the Sadar Hills District Council’s jurisdiction.It has a population of 188529 (2011 Census) which is the biggest except Churachandpur district of Manipur. Nonefulfillment of this aspiration has deprived the people of Sadar Hills from enjoying the facilities and benefits of a District enjoyed by others be they in micro planning or taking up any development works.

Hon’ble Sir, we request you once again to kindly intervene and give appropriate direction to the state government of Manipur for immediate implementation of Manipur (Hill Areas) Autonomous District Council Act, 1971 and to upgrade Sadar Hills into a full fledged district like all other districts of the hills in Manipur.
