Introduction:

Sadar Hills has a definite boundary based on Tropographical Cartography which now becomes as old as 40 years. Based on the existing boundary election to the Members of Manipur Legislative Assembly and that of MDC/ADC for the three Constituencies; Saikul, Kangpokpi and Saitu were held as many as 8 - terms without a single interruption. No questions of boundary adjustment were raised at the time of creations of the rest of districts in Manipur. Well, if the Government says it realises the felt need of re-drawing the boundary let if goes ahead with the project. However, the following facts be strictly adhered to by committee while exercising the power for fulfilling the said task:

Pockets of Land where adjustment to be done:

1. Sugunu and Serou : Just 20 Kms away from District Head Quarters, Chandel, travels 70 kms long distance to reach Thoubal District Head Quarters, Sugunu & Serou should be amalgamated first with Chandel if the present logic of Govt. is to be implemented in latter and spirit.

2.Pallel: Located 15 kms away from Chandel needs to travel 30 kms to reach Thoubal. So it should be amalgamated with Chandel for administrative convenient.

3.Kwakta Area: Kwakta Area of Bishnupur District will have greater operational advantages in all aspect if amalgamated to Churachandpur.

4.Khoupum Area: The area lies under the jurisdiction of Tamenglong but very close to Churachandpur District Head Quarters. For the administrative convenience the area should be included under Churachandpur District.

5. Mahadev Area: The area lies within the jurisdiction of Ukhrul District which is more than 60 kms away it should rather be included under Saikul Sub- Division of the proposed Sadar Hills District for easy accessible to the District Head Quarters.

6.Sanaching Area: The area which coincide with both Chandel and Ukhrul Districts, it should be amalgamated to Thoubal as the area is closer to the Thoubal District Head Quarters for administrative convenient.\

7. Ekou Area: Ekou and its surrounding area which is closer to Saikul Sub- Divisional Head Quarters is included in the Imphal East District which speaks volume about the ethnic intentions of Govt. while drawing the boundary at the initial creations of Districts in Manipur. These are few examples which should be viewed seriously, if more needs arises in the light of the enumerated facts stated above it is upto the Committee to consider the facts for the sake of justice.
